I am looking for a online rpg or mmorpg game that you don't have to pay for or download. I have spent a lot of my time on google looking for one , peferably a fantasy adventure game. You know like with dragons and stuff.

Lineage 2? It's kinda free, sorta... Just google for "private servers" and you are set to go. Try to play on a free server that accommodates your play style. For instance, some free servers offer more currency, experience, items per kill, etc. etc. etc. Like L2signs.com
